The project is a key outcome of the PNG Forest Authority’s Forestry and Climate Change Framework for Action (2009-2015) which highlights the need for a multi-stakeholder approach to CFM programming that engages customary landowners at the local level and enhances the capacity of government institutions at the national level. Whilst customary landowners are generally well informed about the quality of their forests, they are often excluded from forest resource assessment activities, forest management decision-making processes, and associated development opportunities. The project will establish a model community-based land ownership mapping and forest resource assessment system that supports CFM schemes (including PES and REDD+) and increases landowners’ understanding about the goods and services that forests provide. Project activities will be managed and sustained by the PNG Forest Authority at the national level; working in collaboration with 6 CFM partners and their pilot landowner groups at the local level. This arrangement has the potential for ongoing replication in the future. The project will deliver four specific outputs, namely:

1.Participatory data collection technology is improving CFM practices at community, district and provincial levels.
2.Clan groups are participating appropriately in the National Land Development Program.
3.A data management system is engaging landowners in feasible CFM schemes (including PES and REDD+).
4.Policy and planning guidelines for CFM are in place.
