ITTO dispatches technical missions to member countries, on request, to help identify the factors that most severely limit progress towards ITTO Objective 2000 and sustainable forest management and to formulate action plans to overcome these constraints.

One of this mission's recommendations is to develop national criteria and indicators through a broad-based participatory process, which has the potential to serve as a critical element in developing a shared vision among stakeholders about how the country's national forests should be managed.

This mission recommends, among other things, that the Mexican government promote agreements between community forest owners and companies to establish commercial plantations and make joint investments in forest industries.

This mission recommended that ITTO actions should focus on four main areas: improving knowledge about the forest resource and its utilization; capacity building; pilot preparation of a sustainable forest management plan; and supporting real participation of local communities in the management and use of forest resources.

This mission recommended, among other things, the creation of a 'dialogue forum' for sustainable forest management at a ministerial level that would involve civil society, academia and representatives from the Comarcas.

A limited number of carefully monitored industrial-scale concessions linked to efficient processing capacities and providing high local value added would help maximize the benefit of the timber industry to Cambodian society, according to this report.

One of this mission's recommendations was to raise landowners' awareness of the long-term benefits that sustainable forest management can bring through such actions as firmly supporting, ensuring the continuation, and expanding the scope of the ITTO landowner-awareness program.

According to the report of this mission, the Government of Ecuador should give priority to two main issues: strengthening and modernizing the institutional framework affecting the forest sector, and improving cooperation between the public and private sectors.

This mission made a wide range of recommendations, including for ITTO to support the Philippines in developing multi-stakeholder approaches to total watershed planning in an effort to reduce resource-use conflicts and to provide a supportive land-use context for sustainable forest management.

One of this mission's many recommendations was that the government should immediately initiate a dialogue with the tribal communities in the interior of the country and develop an approach to determining land-tenure rights.

According to this mission, the Guyanese timber industry should use labour-intensive, low-technology approaches to timber extraction based on mobile sawmills and improved chainsaw conversion and, with ITTO assistance, should reorient its approach to marketing.

This mission recommended, among other things, that ITTO support a project in Trinidad & Tobago to help strengthen the capacity of the Forest Department to carry out a multi-stakeholder, multi-resource assessment of the country's forests.

Promotion of Sustainable Forest Management in Sarawak, Malaysia

This mission overall assessment regarding the sustainable utilization and conservation of tropical forests and their genetic resources as well as the maintenance of the ecological balance in Sarawak, Malaysia was that it was only partly achieved. It notes that firm government support is required for better sustainable forestry.
