DEFINITIONS OF "PRODUCER COUNTRIES" AND "CONSUMER COUNTRIES"

ITTO is an intergovernmental organization grouping consumer countries of primary tropical wood products and producer countries of primary tropical wood products. The list of the current members under the International Tropical Timber Agreement (ITTA), 2006 can be found here.

A producer member means a country situated between the Tropic of Cancer and the Tropic of Capricorn with tropical forest resources and/or a net exporter of tropical timber in volume terms which becomes a party to the ITTA, 2006.

A consumer member means a country that becomes a party to the ITTA, 2006, has most or all of its area located outside of the tropics and generally imports more primary tropical wood products than it exports.

Bolivia (ITTA, 1994), Nigeria (ITTA, 1994) and Vanuatu (ITTA, 1994) are former ITTO members as producer countries.
Egypt (ITTA, 1994), Nepal (ITTA, 1994), Russia (ITTA, 1983) and the former USSR (ITTA, 1983) are former ITTO countries as consumer countries.

Canada withdrew as a member under the ITTA, 2006 effective April 2013.

China’s statistics do not include Hong-Kong S.A.R., Macao S.A.R. and Taiwan P.O.C. statistics. Their statistics are estimated and reported separately in the ITTO statistical database.

France’s statistics include French Guiana, Guadeloupe, Martinique, Mayotte (from 2014) and Réunion statistics.

Not elsewhere specified (n.e.s) is an aggregate which includes all unspecified countries/regions/aggregates in COMTRADE listed as follows:

This grouping includes 251 time series of countries and territories since 1990. Some time series have been stopped over this period (i.e. the former USSR in 1991). When a time series is stopped, its year’s end is indicated next to it. When a time series has been started after 1990, its beginning year is also indicated (i.e. Russia from 1992).

DEFINITIONS OF PRODUCTS

Wood products definitions come from the Joint Forest sector Questionnaire and from the World Customs Organization (WCO) harmonized system (HS) nomenclature.

INDUSTRIAL ROUNDWOOD

All roundwood except wood fuel. It is an aggregate comprising sawlogs and veneer logs; pulpwood, round and split; and other industrial roundwood. It is reported in cubic metres solid volume underbark (i.e. excluding bark).

SAWNWOOD

Wood that has been produced from both domestic and imported roundwood, either by sawing lengthways or by a profile-chipping process and that exceeds 6 mm in thickness. It includes sleepers, planks, beams, joists, boards, rafters, scantlings, laths, boxboards and "lumber", etc., in the following forms: unplaned, planed, end-jointed (for example finger-jointed), etc. It excludes wooden flooring, mouldings (sawnwood continuously shaped along any of its edges or faces, like tongued, grooved, rebated, V-jointed, beaded, moulded, rounded or the like) and sawnwood produced by resawing previously sawn pieces. It is reported in cubic metres solid volume.

VENEER SHEETS

Thin sheets of wood of uniform thickness, not exceeding 6 mm, rotary cut (i.e. peeled), sliced or sawn. It includes wood used for the manufacture of laminated construction material, furniture, veneer containers, etc. Veneer sheets used for plywood production are not included in this aggregate.

PLYWOOD

A panel consisting of an assembly of veneer sheets bonded together with the direction of the grain in alternate plies generally at right angles. The veneer sheets are usually placed symmetrically on both sides of a central ply or core that may itself be made from a veneer sheet or another material. It excludes laminated construction materials (e.g. glulam), where the grain of the veneer sheets generally runs in the same direction, bamboo plywood and cellular board.

WOODEN FURNITURE

Seats with wooden frames, such as wooden camping and garden seats etc. and parts thereof except seats convertible into beds, swivel seats, medical seats. Wooden furniture other than seats as of a kind used in offices, in the kitchen, bedrooms and elsewhere, as well as parts of all these.

BUILDER WOODWORK

Windows, doors and coverings thereof as well as cellular wood panels (also called cellular board which is plywood with a core of cellular construction), glulam, assembled parquet panels, shingles and shakes. It excludes bamboo-based products.

MOULDINGS

Wood (including strips and friezes for parquet flooring, not assembled) continuously shaped (tongued, grooved, rebated, chamfered, V-jointed, beaded, moulded, rounded or the like) along any of its edges, ends or faces, whether or not planed, sanded or end-jointed.

CANE AND BAMBOO

Seats, with or without wooden frames, convertible or not into beds, and parts thereof made of bamboo and/or rattan. It also includes furniture and parts made of bamboo and/or rattan.

OTHER SPWPs

This aggregate includes several aggregates of the World Customs Organization Harmonized System (HS) codes as follows: HS code 4414 (wooden frames for paintings, photographs, mirrors or similar objects); HS code 4415 (packing cases, boxes, crates, drums and similar packings, of wood as well as cable-drums of wood; pallets, box pallets and other load boards, of wood; pallet collars of wood); HS code 4416 (casks, barrels, vats, tubs and other coopers' products and parts thereof, of wood, including staves); HS code 4417 (tools, tool bodies, tool handles, broom or brush bodies and handles, of wood; boot or shoe lasts and trees, of wood); HS code 4419 (tableware and kitchenware of wood); HS code 4420 (wood marquetry and inlaid wood; caskets and cases for jewellery or cutlery, and similar articles, of wood; statuettes and other ornaments, of wood); HS code 4421 (other articles of wood).

DEFINITIONS OF TRADE FLOWS

Production, import and export quantities of primary wood products (industrial roundwood, sawnwood, veneer and plywood) are expressed in 1000 m3. Import and export values of primary wood products and secondary processed wood products (wooden furniture, builder woodwork, mouldings, cane and bamboo and other SPWPs) are expressed in 1000 USD. Exports values and prices are “free on board” (FOB) while import values are “cost, insurance and freight” (CIF) unless otherwise stated (i.e. in the case of mirror statistics used when national statistics are unavailable or unrealistic).

Trade statistics presented for regional aggregates are the total of all trade by every member in that regional aggregate with every other country, including other countries included in the regional aggregate.
