Forest Governance in Ecuador 2011

This publication financed by ITTO through the Project PD 406/06 Rev.1 (M) Establishment of a National Forest and Timber Marketing Statistics System, describes the forest governance model in Ecuador and its interaction with the various stakeholders, such as, forest land-owners, forest communities, traders, civil society, private sector, central and local governments and its implementation, according to the socio-economic reality of the country.
The Ecuadorian model recognizes five main elements in Forest Governance, which are also incorporated within the legal Framework:
- Efficiency in forest administration and forest control;
- Strengthening incentives for Sustainable Forest Management;
- Information for timely decision making;
- Promote reforestation in degraded and protected areas;
- Research and training.

Rattan Technology Guides for PD 334/05: Demonstration and Application of Production and Utilization Technologies for Rattan Sustainable Development in the ASEAN Member Countries’
The ITTO-funded project PD 334/05 Rev. 2(I) entitled ‘Demonstration and Application of Production and Utilization Technologies for Rattan Sustainable Development in the ASEAN Member Countries’, aimed to strengthen ASEAN collaboration to reduce poverty at the community level through support for the development of the rattan industry.In this sense, five training modules and technology guides were prepared and distributed during the training activities of the project. The topics include:
Rattan Nursery and Planting Stock Production;
Rattan Plantation Establishment and Management;
Control Methods against Insects and Fungi;
Kiln Drying of Rattan; and
Bleaching and Finishing of Rattan.
These guides were prepared by experts and written in language that will be understood by prospective rattan producers and manufacturers in villages, in the upland communities and the general public as well.

Description of the timber production chain in Ecuador

Forest harvesting and timber processing are an important source of employment for thousands of Ecuadorians who live in the forest, and for people who work in small and medium size enterprises engaged in first-stage timber processing.
For example in the Northern Coast, timber harvested from natural forest is utilized mainly in the production of plywood and veneer lumber. In the South-central region, balsa wood (Ochorma pyramidale) is used in the production of panels, while other precious hardwoods are harvested such as teak (Tectona grandis), melina (Gmelina arborea) and pacacho (Schizolobium parahybum). In the highlands, 95% of the timber harvested comes from plantations of eucalyptus and pine for the production of boards, pallets and chips. In the Amazon, timber harvested from natural forest and agroforestry systems is mainly used in the furniture industry; and in the central region pigüe timber (Pollalesta karstenni) from secondary forest is used for sawn-wood and pallets.
The understanding of the flaws of timber in the production chain is one of the main activities considered for the establishment of a national forest statistical system, supported by ITTO under the implementation of PD 406/06 Rev.1 (M), which are described in this publication.

Establishment of a national forest and timber marketing statistics system (Ecuador).

From the year 2000 the government of Ecuador begun a new process of forest control, which involves the participation of the civil society in what is called "green surveillance". The publication summarizes the systematization of the control and surveillance process in the years 2007-2009, describing:
- The mobilization of timber and timber products;
- The main species mobilized in the country;
- The confiscation of forest products;
- The activities of forest administration and verification; and
- The actions in place to strengthen the forest control system.

The ASEAN Rattans

The ASEAN Rattans is an output of the photo-documentation activities undertaken during the implementation of the ITTO Rattan Preproject from 2003 to 2004, and the ITTO-Philippines-ASEAN Rattan Project from 2006 to 2010. It presents general information about each of the 10 ASEAN countries and showcases their nontimber forest products and their rattan resources which includes their taxonomy, distribution, ecology and uses.

Promoting the further processing of tropical timber in Africa
The value of exports for all ITTO producer countries in further-processed timber was approximately US$3.5 billion in 1998, of which only 1% came from Africa. This proposal for action, which arose from a ministerial-level conference of the African Timber Organization, lays out a strategy to expand the market share of African countries in further-processed timber products.
